S.M Zafar 6 December 1930 ko Rangon (Barma) mein paida hoye. Un ke walid ka naam Syed Muhammad Ashraf tha. Jab Jung e Azeem dom shoro hoi to wo wapis apne gaon waqiya Shakar Garh agaye. S.M Zafar ne matric Shakar Garh High School se pass kiya aur wazifa bhi hasil kiya. 1949 mein Government College Lahore se B.A kiya aur talba union ke general secretary rahe. L.L.B Punjab University se kiya. 1951 mein wakalat se amli zindagi ka agaz kiya. Sabiq muhtasib Justice Sadar Muhammad Iqbal ke junior ki hasiyat se kaam kiya. 1956 se 1962 tak Law College Lahore mein Lecturer rahe. 1963 mein Punjab Bar counsel ke sadar muntakhib hoye.1964 mein Punjab Bar counsel ke member bane. March 1965 mein Sadar Ayoub Khan ki kabina mein qanon aur parlimani amor ke wazir bane aur March 1969 tak is uhede par faiz rahe. Is ke bad Lahore se wakalat ka agaz kiya. 1975 se 1976 tak Lahore High Court Bar Association ke sadar rahe.
1979 mein Muslim league mein shamil ho gaye.
